Allan Kosup | Chief Deputy of District 11 Capital Program

Allan has been part of the District 11 team for 42 years. For the past two years he has been filling the role of the Chief Deputy for the District’s Capital Program. Prior to that he was the North County Corridor Director for 18 years leading the planning, design, and construction of transportation improvements in Northern San Diego County - including “Build NCC” and the realignment and widening of SR 76 from Oceanside to I-15. Allan graduated from the University of California Irvine in 1983 with a Bachelor of Science in Civil Engineering. Outside of work, Allan enjoys spending time with his wife Karen traveling, cooking, and tending cactus.





Victor Mercado | North County Regional Programs Director

Victor has been part of the District 11 team for 29 years. For the last year he has been the North County Regional Programs Director. His expertise covers various project delivery methods, including Design-Bid-Build, Design-Build, Design Sequencing, Construction Manager/General Contractor, and Job Order Contracting. Some notable projects he contributed to include the I-15 Managed Lanes, I-5 Build NCC, SR-125 South Bay Expressway, I-805 Palomar DAR, I-15/SR-78 Express Lanes Connectors, and the I-5/Genesee Interchange. His journey with Caltrans began in 1997 as a student assistant, and he then joined the Department full-time after earning his B.S. in Civil Engineering from San Diego State University in 1998.
